Significant progress has been made in the scientific and intelligent management of traffic, particularly in the construction of intelligent traffic management systems. These systems have played a vital role in improving the urban traffic environment, enhancing urban management, and elevating the city's image and prestige.
While these basic application systems have reached a high level of technology and application, some problems and shortcomings remain: each system only processes data for its own system, limited to simple statistics. Statistical information has its limitations, resulting in "information silos." This hinders data fusion and information sharing, preventing the provision of data for traffic operation assessment and decision support, and preventing collaborative linkage between related systems.
To address the "information silo" problem and achieve data fusion and information sharing, and to further enhance the technological application level of public security traffic police, a comprehensive public security traffic management platform based on an electronic map platform and supported by the network will be developed. This platform will integrate the hardware, software, and data of existing basic application systems, breaking down the boundaries between them, standardizing information, achieving data fusion, and developing a user-friendly, powerful, and intelligently integrated public security traffic management platform. This platform can effectively integrate system resources, establish an intelligent transportation intermodal system, and realize the capabilities of traffic data collection, processing, integration, decision-making, and dissemination, as well as functions such as organization, coordination, command and dispatch, providing intelligent transportation management services to grassroots business units and the whole society more broadly.

The Intelligent Traffic Management and Control Platform is a unified information platform serving the traffic command system. Led by information technology and based on computer communication networks and intelligent command and control management, it is an integrated intelligent command and dispatch platform that combines high-tech applications. It enables information exchange and sharing, rapid response decision-making, and unified dispatch command, achieving modernization of traffic command, digitalization of management, networking of information, and automation of office work, thereby improving the road traffic management level of traffic police departments.
After completion, the Intelligent Traffic Management and Control Platform will form a rationally structured, load-balanced, and interconnected computer network system. Based on this network system, a software environment meeting the needs of daily office and management work will be established, and various information databases and application systems will be developed. This will achieve interconnection and collaboration among various traffic police information management systems, high-level sharing and centralized management of various data resources, and provide comprehensive network information services to various departments. The system consists of six parts: a traffic weather early warning and forecasting system, a video-based AI highway patrol system, a slope dynamic monitoring system, a curve passing vehicle monitoring and early warning system, a highway intelligent maintenance management system, a bridge dynamic monitoring system, and a highway icing handling system.
