System Introduction |
The Innoview Overload Control Network System Platform is a comprehensive information management system for overload control departments at all levels of highways. By constructing a unified overload control data center, the system provides functions such as basic information management related to overload control within the region, collaborative enforcement, comprehensive supervision, and video surveillance. It achieves centralized management of business data including overload control stations, non-stop overload detection equipment, personnel, vehicles, detection data, and overload cases. It also provides business management functions such as case notification, work supervision and assessment, data query, report statistics, and decision analysis. Through seamless integration with information systems of transportation comprehensive administrative law enforcement, highways, public security, and market supervision, the system constructs a full-process management system from vehicle detection to overload penalties, automatic case notification, and non-site enforcement. It dynamically tracks and provides real-time early warnings of freight vehicle location information, providing technical support for overload control supervision and accountability.

Platform Introduction |
The Innoview Overload Control Network System offers a flexible deployment architecture. The provincial, municipal, county, and station-level overload control management platforms can be deployed in either a distributed or centralized manner, providing application services to lower-level overload control management departments through authorization. Application systems at overload control stations such as road surfaces, sources, and highways are deployed independently, with detection data stored locally and transmitted in real-time via the overload control network. Detection checkpoints can be deployed independently or directly connected to the overload control management platform to achieve real-time monitoring of checkpoint detection data and surveillance videos. Based on different business content, functional requirements, and user groups, the highway information system platform's architecture is divided into "two centers and four levels of applications." The "two centers" are the provincial and municipal overload control data centers; the "four levels of applications" enable business collaboration and application between the provincial, municipal, county, and station-level overload control network applications and other departments.

Basic Information Management for Overloading Control

GIS map management

Audio and video monitoring management
Relying on the provincial video resource integration platform, it enables real-time monitoring and management of all connected points across the province, as well as video command and dispatch of connected sites. It also allows access to relevant video information such as overload detection sites and off-site enforcement points, and has functions such as video image retrieval, video preview, video self-save, and video parameter settings.

Law enforcement supervision and management
This system enables unified management of all enforcement documents related to overloading control across the province, ensuring standardized processing procedures, workflows, and formats. It primarily includes sub-modules for enforcement document management and enforcement supervision management. Based on the format requirements of each province, it can generate standardized documents such as on-site records, administrative penalty decisions, and administrative penalty case closure reports.

Non-on-site law enforcement management

It enables centralized management of non-site enforcement electronic evidence reported by the city and county-level networked overload control management system, and completes evidence transmission with the three-level road transport collaborative system and the public security traffic police department.
By establishing a data exchange catalog, exchange standards, and exchange mechanisms, and through the comprehensive utilization of data such as inspection data of freight transport vehicles and information on transportation administrative law enforcement cases, business collaboration and information sharing among multiple departments responsible for controlling overloading, including public security traffic police, highways, and road transport management, can be achieved. This includes sub-functions such as special overloading control management, blacklist management, collaborative information management, and non-site enforcement management.

Overload control query, statistical analysis and management
Comprehensive supervision of the province's efforts to control overloaded and oversized freight vehicles will enable dynamic tracking of the work at roadside, source, and monitoring checkpoint levels. By dynamically analyzing key indicators, the latest developments in the province's efforts to control overloaded and oversized vehicles will be understood, providing effective basis for law enforcement decisions.

Split-screen management system
This innovative integrated host features split-screen management with built-in management software and split-screen display capabilities, allowing for four-screen output of the networked management system software. The unique intelligent integrated host, with its split-screen display function, combined with the four-screen output function of the networked management system software, allows for flexible configuration and selection of different interfaces for simultaneous display. This enables administrators to conveniently view data from different interfaces simultaneously, eliminating the need for constant switching.
